This is a well-written chapter on the implementation of electronic commerce in small-to-medium enterprises (SMEs) in Singapore. The author has based the chapter on interviews with five SME chief operating officers from different branches of industry, and on the local government’s own policy analysis.
Unfortunately, the study appears to have been carried out before the year 2000, when all of the participants had the resolution of the year-2000 problem as their top priority. That, in conjunction with the fact that so many things have rapidly evolved in the electronic commerce arena in the last four years, make the chapter rather outdated in the year 2003.
Kong’s conclusions and analysis seem to be valid in any country, confirming that the issues with electronic commerce are the same as any other issues in implementing new information technology policies and projects. Still, the chapter provides a good overall picture of the problems involved in electronic commerce implementation, as well as detailed literature references.
