This book addresses the broad economic, social, and political public policy issues that surround the international race for domination in information technology. The book is informative reading for anyone interested in the battle for information technology dominance.

The book examines the key governmental and business players and concludes with a challenge for a new American strategy that includes a cabinet-level Department of Commerce and Technology. ‘Star Wars’ is criticized as absorbing too many human and economic resources. Realizing that the challenge is great, the authors conclude that “coordination, cooperation, education, and hard work are the long-term keys to the leadership of the twenty-first century.”

One noteworthy feature of the book is an extensive bibliography for further reading. One negative feature is the sense of futility and inability to cause any real change with which the authors conclude the book. Overall, the book does succeed in articulating the reality of the international information war.
