This paper will make you wonder why the trade deficit is not much higher than it already is. Indeed, there are so many restrictions on exporting technology that United States trade in this area is like the dog who played chess--the wonder was not that he played well, but that he could play at all. This 35-page paper is essentially a sentence outline of the regulations relating to exporting high technology from the United States. There is no way to summarize this paper without repeating almost all of it because the paper itself is a summary, and a highly condensed one at that. Let it suffice that any business manager who is considering exporting software or hardware should skim this paper and, thus inspired, go out and hire the best attorney she or he can find who is familiar with export controls.
