Barlow presents a thoughtful plea for the computer community to become more active in shaping telecommunications policy. Our policies are still too focused and under the control of AT&T. He proposes that we band together as professionals and work to gain the understanding of Congress, state agencies, and regulatory commissions. This paper addresses a vital issue; it is a useful call to action for knowledgeable, technically competent individuals to expose the realities of the value of universal high speed (64K versus 2.4K) communication systems to broaden the present base of the networked community. Barlow’s plan is for universal ISDN to improve general connectivity. This vital paper is well worth reading--particularly if it will motivate more of us to become activists rather than sitting at our terminals. Communication economies are pure scale: the more the cheaper and better.
