Ruay-Shiung Chang received his BSEE degree from National Taiwan University in 1980 and his PhD degree in computer science from National Tsing Hua University in 1988. After graduation, he worked for the Chung Shan Institute of Science and Technology, National Taiwan University of Science and Technology, and National Dong Hwa University. He is now the president of Taiwan Hospitality and Tourism College. His research interests include the Internet, wireless networks, and cloud computing. He is an editor for several journals, including Emerging Technologies on Telecommunications, International Journal of Internet Protocol Technology, Journal of Internet Technology, and Journal of Information Science and Engineering. He also serves on the international advisory board for International Journal of Handheld Computing Research (IJHCR) and International Journal of Computational Science and Engineering.

Chang is a member of the ACM, a senior member of the IEEE, a founding member of the Taiwan Institute of Information and Computing Machinery, and the president of the Taiwan Association of Cloud Computing. He also served on the advisory council for the Public Interest Registry from 2004 to 2007. In 2009, Chang received the Outstanding Information Technology Elite Award from the ROC Information Month Committee.
