Adopting the service-oriented architecture (SOA) paradigm for distributed information technology (IT) landscapes requires a coordinated transformation, in order to reap SOA-related benefits such as integration, agility, adaptability, and cost efficiency. This paper presents a large collection of possible topics and issues that one should take into account in such an endeavor.

Written for IT managers, IT strategists, project managers, enterprise (IT) architects, and anyone who deals with the eternal business/IT alignment theme, this paper presents the issues in a general section, with a more detailed section that deals with performance and quality of service (QoS) topics.

The general section comprises aspects concerning the following questions: How do I identify services? How do I integrate these services into my existing IT landscape? How do I design my SOA infrastructure? How do I develop services and service-oriented applications? How do I manage the resulting architecture (SOA governance)?

The QoS section describes SOA performance (including workflow and service orchestration performance), virtualization issues, and problems regarding the isolation of service-level agreements (SLAs) for different service consumers.

While I admire the breadth of issues identified, the reader should be aware that no overarching methodology is proposed. Additionally, the paper is written from a decidedly problem-centric perspective. In many cases, solutions to the stated issues are known, but only hinted at--if addressed at all. Actually, I found this rather misleading in certain cases, such as when the authors claim that “one of the main issues ... is how to size an integration effort and what are the various parts that make up the cost.” We--Software AG and other SOA/business process management (BPM)/enterprise service bus (ESB)/enterprise application integration (EAI) vendors--have been sizing integration projects for at least the last decade, and our methodology is quite elaborate--but not in the public domain, for obvious reasons.
